ISD Jordan marks two years of EU partnership combating online hate speech
ISD Jordan celebrated a milestone in the fight against online hate speech, hosting the closing conference of the Strengthening Prevention and Response Mechanisms to Intersectional Online Hate Speech project in partnership with I-DARE and Saba Hamlet.
The two-year initiative, funded by the European Union (EU), strengthened efforts to prevent and respond to online hate speech in Jordan, and to build a safer, more inclusive digital environment. The project examined how hate speech targets people across overlapping dimensions such as gender, religion, and nationality.
Held under the patronage of HRH Princess Rym Al Ali and attended by H.E. Pierre-Christophe Chatzisavas, EU Ambassador to Jordan, along with representatives from the EU, ministries, civil society, media, law enforcement and international partners, the event, held on April 8, highlighted the project’s achievements and Jordan’s commitment to tackling online hate speech.
Over the past two years, the project combined research, policy, and community engagement to create a lasting impact. Key achievements include the establishment of a digital monitoring dashboard to track harmful online narratives beyond the life of the project and a comprehensive training toolkit to support continued capacity building.
The project also contributed to the development of a national framework to counter online hate speech, including a proposed definition of hate speech to inform future policy and legislation. Research mapped online hate speech across major platforms, while advisory work developed a national framework and action plan. Community initiatives delivered media campaigns, workshops for journalists and law enforcement and youth-led projects reaching nearly 3,000 people across Jordan.
The event included a panel discussion featuring experts from the Ministry of Governmental Communication, law enforcement, the Jordan Media Institute, and the Institute for Politics and Society, addressing strategies, successes, and ongoing challenges in combating online hate speech.
Through these efforts, the project has strengthened the capacity of government institutions, media professionals, civil society, and youth to detect, respond to, and counter harmful online narratives.
