ISD to hold panel on hybrid threats at Munich Security Conference

ISD is proud to be convening a timely and urgent conversation at this year’s 62nd Munich Security Conference.

On Saturday, February 14, our CEO Sasha Havlicek will open an ISD panel entitled Conversation on Cognitive Warfare: How We Win in the Hybrid and Cognitive Domains.

This panel will examine how democracies can build the alliances, capabilities and tools needed to secure advantage in the hybrid and cognitive domains — at a moment when the stakes could not be higher.

Democracies have woken up to the scale of hybrid warfare being waged by authoritarian regimes such as Russia. But recognition is not enough. The critical question now is how democracies move from detection and defence to deterrence and action. The discussion will draw on timely new ISD analysis of the hybrid threat landscape across all 27 EU member states and will mark the launch of a policy sprint, designed to deliver recommendations for immediate action across government, the private sector and civil society.
