Czechia: Election Risk Assessment | FIMI Response Team Report

ISD Germany, ISD UK

Democratic Integrity, Foreign Information Manipulation and Interference

This report provides an in-depth analysis of the Foreign Information Manipulation and Interference (FIMI) threats facing the 2025 Czech parliamentary election, equipping stakeholders with a clear understanding of the risks and the critical knowledge needed to counter these threats and strengthen resilience.

The assessment exposes the sophisticated tactics employed by malign actors, from the covert recruitment of local operatives to the creation of front organisations like the now sanctioned Voice of Europe. It further details how these actors leverage hoaxes and fabricate quotes to penetrate traditional media, with the aim of undermining democratic institutions.

A collaborative effort by leading experts from GLOBSEC, the Institute for Strategic Dialogue (ISD), Debunk.org, and EU DisinfoLab, this report is a cornerstone of the ‘FIMI Defenders for Election Integrity’ (FDEI) project.
