A 35-year-old woman who had pledged allegiance to ISIS has been charged over an alleged plot to detonate an explosive device at the New York State Capitol and kill state senators as they met.

Despite its diminished territorial holdings, ISIS remains a relevant force, primarily through online propaganda. CNN highlighted this fact in its coverage of the plot, citing ISD’s research showing there were more than a dozen ISIS-inspired plots and attacks in America in 2024 and 2025.

ISD found that this activity is driven overwhelmingly by young people: six of the seven IS-inspired incidents it identified in 2025 involved at least one teenage suspect, continuing a pattern from 2024, when six of eight did. The group’s reach into the US now runs largely through online propaganda capable of radicalizing and mobilizing individuals with no direct contact with the organization.
