This comprehensive report examines critical insights on Foreign Information Manipulation and Interference (FIMI) during the 2025 Polish Presidential Elections. This in-depth assessment is a collaborative effort by FIMI-ISAC members, Alliance4Europe, and Debunk.org, developed through the FIMI-ISAC’s FIMI Defenders for Election Integrity (FDEI) project. It harnesses the collective expertise of 28 organisations and 90 practitioners, and draws on 20 incident alerts.
The report findings highlight a persistent, multifaceted information threat to Poland’s democratic process. While significant operations like Doppelganger and the Pravda network sowed division with anti-EU and anti-Ukrainian narratives, their overall impact was constrained by public resilience and civil society responses. Notably, cyber threats were effectively contained through proactive measures. However, the elections revealed ongoing challenges in policy enforcement and platform accountability for FIMI, underscoring persistent vulnerabilities in areas like ad transparency.
The report concludes with vital recommendations for strengthening democratic resilience, advocating for robust institutional frameworks, empowered civil society, and stricter platform accountability. Safeguarding our information environment requires a sustained, whole-of-society effort beyond electoral cycles.
