Request for Proposals
In November 2020, as part of its programming in the Western Balkans, the Young Cities project carried out a youth resilience study in North Macedonia to provide a situational baseline for the Young Cities project’s activities in order to inform the activities and discussions that would take place between the ISD team, the local youth and municipal stakeholders.
The survey carried out in North Macedonia provided great insight on the levels of resilience amongst youth and how it correlates to their exposure to violent extremism and now the Young Cities project would like to replicate it in Jordan at a national level.
The survey for this study gauges the 18-33 years old Jordanian population’s resilience to radicalisation and violent extremism through established attitudinal measures: the Brave-14 scale, the Brief Resiliency Coping Scale, and the Civic Engagement Scale.
With the Young Cities project starting activities in Jordan, the team seeks an experienced entity to carry out the data collection for this this survey at a national scale in Jordan. The data collected will be than analysed by the Young Cities team to provide tailored recommendations and deliverables to the relevant government stakeholders and to the Jordanian youth.

Timeline for Proposals and Period of the Project
The timeline for the proposal period is as follows:
- 12th July: Request for Proposals published
- 15th–16th July: ISD’s Grants Manager and Senior Project Manager are available for email discussions and phone calls in relation to the request for proposals
- 23rd July: Deadline for proposal submissions (to [email protected])
- 26th-28th July: Proposals will be evaluated by a panel made up of ISD’s Head of Project Operations, Grants Manager, and Senior Project Manager
- End of business day on 30th July: The successful organization(s) will be contacted for follow-up interviews, with estimated appointment date of 2nd August.
The approximate timeline for the Project is as follows:
- Week beginning 2nd of August: Coordination meeting(s) with ISD reviewing the survey tool, methodology and translation
- 9th August – 3rd September: Data collection period from supplier
- Week beginning of 6th September: delivery of data collected in SPSS and Excel formats to ISD
- 10th September: submission of report
Current dates are tentative and will be determined together with the supplier, and in line with any potential future COVID-19 related government regulations and restrictions. Should it not be possible to deliver offline activities towards the end of the year, ISD will look to work with its suppliers to adapt activities where possible.
Key responsibilities of the Local Partners
Translation of the survey:
- The survey is created by the Young Cities team (Annex) but it will need the supplier to provide a high-quality translation to ensure content is understood by the target audience (18-33 years old) which will then be contextualised by the Young Cities team and its programmatic partner.
Sample calculation and Selection:
- The main goal is to achieve and maintain high methodological standards. Previous Youth Resilience Surveys have calculated sample sizes by utilizing stratified random samples (three stages probability sampling for nationwide surveys) drawn from a Jordanian national sample framework. The supplier will provide the representative sample size and reasoning behind it.
Data collection:
- Establish the best and most contextual methodology that will ensure the most efficient collection of data within the agreed sample size;
- Complete selection and training of Interviewers so that survey is delivered clearly and avoiding incomplete responses;
- Ensure weighting, quality control and oversight of data collected;
- Record data collection in an agreed template and format to facilitate ISD’s data analysis valid for SPSS and Excel use.
Reporting
- The supplier will provide a final report including the details of the data collection process and other contents requested by ISD.
Mandatory Qualifications of the Local Partners
Proposals will only be considered from organisations that can positively confirm and evidence that they meet the following criteria:
- Experience in market research at a national level, and experience with social research is highly desirable
- Experience in independently training and coordinating a team of enumerators
- Strong knowledge of the Jordanian context to help adapt surveying tool
- Ability to collect data with a structured methodology and provide the collected information in SPSS and Excel formats
