Shared Endeavour Fund: Theory of Change

Since 2020, the Mayor of London’s Shared Endeavour Fund has provided year-on-year funding to support community and civil society projects to counter the spread of extremism and radicalisation in the capital, while also empowering Londoners to stand up to intolerance and hate.

This document outlines the Theory of Change for the Shared Endeavour Fund. It is intended to support the design, delivery and evaluation of the Fund, and to unpack the causal processes, assumptions and evidence base that underpin its implementation and results. The Theory of Change illustrates how sustained civil society funding is expected to support projects to produce short-, medium- and long-term changes in the knowledge, attitudes and behaviours of Londoners, thereby ultimately reducing intolerance, hate and extremism in the capital.
